WELCOME

PLANNING TO BUILD OR DEVELOP IN RIESEL?

 

To help prevent delays, applicants should complete the development process in the order shown below. Requirements may vary depending on the location of the property, the type of project, and whether the property is located within the city limits or the City of Riesel’s extraterritorial jurisdiction (ETJ).

1. CONFIRM WATER AND SEWER AVAILABILITY

Before purchasing plans or submitting a building permit application, complete the appropriate Hydraulic Investigation or Development Review Application.

Submit the completed application with all required supporting documents, fees, and engineering deposit. The City’s engineer will evaluate whether the City can provide water and sewer service to the property and identify any conditions that must be met.

Please allow approximately three weeks for standard residential requests and four weeks for commercial requests. Approval of a hydraulic investigation is a feasibility determination and does not constitute a service agreement or building permit.

2. DETERMINE WHETHER THE PROPERTY MUST BE PLATTED

Property may need to be platted or replatted if it is currently unplatted or if lots are being divided, combined, or reconfigured.

Review the Subdivision Ordinance and hire a registered surveyor to prepare the appropriate plat. Submit the completed Subdivision Plat Application, plat drawing, required documents, application fee, and professional-services deposit.

A plat application is not considered complete until all required documents, authorizations, fees, and deposits have been received. The plat must be approved—and recorded when required—before a building permit can be issued.

3. APPLY FOR A BUILDING PERMIT

Once utility availability has been confirmed and all required platting has been completed, submit the appropriate Residential or Commercial Building Permit Application.

Applications must include the required site plan, construction plans, and supporting documents listed in the applicable permit guidelines. Construction may not begin until the building permit has been reviewed, approved, and issued.

4. SCHEDULE INSPECTIONS AND FINAL APPROVAL

Required inspections must be scheduled as construction progresses. The building may not be occupied or placed into use until all required inspections have been completed and final approval or a Certificate of Occupancy has been issued, when applicable.

5. WATER AND SEWER TAPS / CONSTRUCTION WATER

Once the hydraulic investigation has been approved, applicants should review the City’s current water and sewer tap fees and utility service requirements. Builders who need water service during construction must submit the required utility service application and pay all applicable tap fees, deposits, and service fees before the meter can be installed or activated. Please contact City Hall early in the process to coordinate tap installation and construction water service.
